further update (council very prompt!) - it also only applies to those wanting to put their beehives 'in a public place', so in terms of that it is probably reasonable :)

Thanks for pointing out Pete :) I phoned Council to check and it is a legacy of an existing Rodney bylaw (and as such the intention is that it will apply to former rodney district only), until such time as bylaws such as this are 'amalgamated' into the Super City. I have asked Council to confirm that there is no intention to extend this bylaw to the rest of the Super City. Apparently a 'long term planner', Ian Milne, will be in touch with me. I will await his correspondence!
