Can anyone tell me what these little black bugs are?

Hi everybody, upon returning home from holiday Ive noticed all sorts of little bugs nestling away in my plants.

I just came across this litle bunch of critters on my catmint and was wondering if anyone knows what they are and whether they are good or bad?? They dont seem to be doing anything at the moment apart from huddling : )>

Baby Shield Bugs. They will turn green as they grow.
