I wouldn't use vinegar on my garden. Oxalis is easy to lift when the weather has been dry. February is a good time usually, but after any dry spell will work. Use a spoon or similar and dig below and lift as the corms will cling to the tops when its dry. I doubt you will ever get rid of it completely, but removing every tiny bit will help.
