I have had good results with leaf hoppers by using a two pronged approach. One was to use a spray of neem tree oil, diatomaceous earth as well as some humate and fulvic acid for the plants health, and the other was to use an extention cord and simply vacume them all up with a vacume cleaner ;). I know the vacume cleaner did the trick, but I believe that that spray helped alot as well.

Another trick for the future is it is best to get them in the larval stage in October/November. A good organic garlic and pyrethrum spray will do the trick, but you need to do it 3 or so days in a row to ensure good coverage. I find if you get them then that there are only a few adults around in summer and they don't do the damage the larvae do. Im not sure when the eggs are laid though....
