Many thanks, Christy - the twigs sound like a good idea - yesterday they pulled the little wire cages off the garden to get at the leek seedlings. Very determined birds!
i have loads of pukeko's and have a love-hate relationship with them. basically, apart from putting a large cage around the whole vege garden, you need to protect the seedlings with whatever you have handy - i have two methods. first i use manuka twigs pushed into soil around them - the puks don't seem to like putting their nose into them. or else i put some bird netting over them, which i drape over some bent pieces of irrigation pipe. once the seedlings are bigger and growing strongly the pukeko's won't bother with them.
other than that - small yappy dogs work well, or i'm pretty sure you are allowed to shoot them in hunting season...
