Dealing with landlords can be difficult. (I'm going to give you a sneak preview of a future discussion) Consider using 1 or 2 ladders for these projects.
They act as a tripod and you run wood planks between the legs that you can put your potted containers on. If you have more space try using 2 ladders and each ladder acts as a end support for the planks you run between them. Just don't over weight it in the center of the planks. You might have to work at leveling the ground a bit, possibly with a small pebble gravel or you can cut plywood to lay down and it gives you more level area to put your pots. Of course there are different sized ladders!
Also, thrift stores have tons of cheap baskets. You and wire them to the side steps of your ladders.

I'm not sure how your set-up but if your dealing with limited space, make sure to check out the discussion on "Vertical Gardening".
